Summary from the notice

The Air Force Life Cycle Management Center, Strategic Sensors Branch (AFLCMC/ESGS) is conducting market research to identify qualified systems integrators capable of designing, developing, producing, installing, operating, and sustaining the full lifecycle of the Tactical Multi-Mission Over-the-Horizon Radar (TACMOR) system. TACMOR is a Middle Tier of Acquisition (MTA) Rapid Prototyping initiative intended to field an operational, remotely operated Over-the-Horizon Radar (OTHR) capability within the Indo-Pacific region. The system will deliver wide-area air domain awareness and support supplementary operational missions across the United States Indo-Pacific Command (USINDOPACOM) Area of Responsibility (AOR). The anticipated contract award is slated for FY2027, with an estimated period of performance extending through FY2029. The TACMOR baseline system architecture requires a bistatic operational profile featuring geographically separated transmit (Tx) and receive (Rx) installations deployed in austere operational environments within the designated operational area. The system will operate as a one-dimensional, remotely operated OTHR integrating permanent antenna field installations with modular, containerized mission support facilities. Comprehensive integrator solutions must address primary and backup self-sustained onsite power generation and fuel storage, physical and electronic security, remote health and status monitoring, secure backhaul communications, environmental resilience against tropical and saltwater conditions, and integration with a centralized Radar Operations Control Center (ROCC). The Government will furnish land, Military Construction (MILCON), and the prepared receive and transmit sites. The Government may also provide black transport communications via fiber optic networks with satellite communications (SATCOM) backup; complete cryptographic and backhaul transport parameters are detailed in the CUI technical data package. Respondents must demonstrate mature technical approaches, industrial base capacity, software engineering maturity, and specialized workforce availability to achieve full integration and system sell-off by 30 September 2029.
