Summary from the notice
This amendment is to provide clarifications and corrections to previously combined synopsis amendment for RFQ 36C25926Q0882 0001 OKC Elevator Test and Inspection (Semi Annual and Annual Service) Amendment 0002 provides further clarification and corrections via the following changes: - Due to some requirement confusion all previously redlined (example) language has been fully removed. - All final language changes have been identified by Dark Red, bolded, and italicized lettering, to include previously blue lettering. - It was brought to our attention that ASME 17.1 was used for new construction. This requirement is for the test and inspection of existing elevator equipment and therefore is governed by ASME 17.2 (Guide for Inspection of Elevators, Escalators, and Moving Walks: Provides inspection procedures and guidance for inspectors) and ASME 17.3 (Safety Code for Existing Elevators and Escalators: Covers safety requirements for elevators and escalators already in service, including modernization and existing-equipment conditions.) - Answer to question 5 and 14 was missing specific ASME QEI-1 certification guidance. Both were amended to include the following clarification language: To be eligible for award, the Contractor shall provide evidence of the following in their Factor I. (Technical capability or quality offered to meet the Government requirement) documents: A. The inspector must meet the qualification requirements of the ANSI/ASME QEI-1 certification. Inspectors must be certified by an organization accredited by ANSI/ASME in accordance with the requirements of ANSI/ASME QEI-1 and the contractor must provide proof of QEI-1 certification for their inspectors. A copy of the certificates must be provided with the proposals. All work performed under this contract must be accomplished by QEI-1 Certified Inspectors with the COR and a Certified Elevator Technician. - Answers to questions 6 and 13 were a bit contradictory. Answers amended to read as follows: The VA specifically requires documentation associated with ASME QEI-1 inspector qualifications only and no Oklahoma specific licensing is required for this action. - Answers to questions 4 and 18 were incorrect. Upon further review it has been determined that the VA will require the contractor to hold applicable Liability insurance for this requirement. Answers to questions 4 and 18 have been amended to read as follows: The insurance requirement will remain. The Government has determined that insurance coverage is appropriate for services performed on the Government installation. The solicitation will be amended to identify the specific types and minimum amounts of insurance required. See the amended PWS and FAR 52.228-5, Insurance Work on a Government Installation. The minimum general liability coverage limits are outlined in Clause CL-120 (Supplemental Insurance Requirements) in this amended solicitation, To be eligible for award, the Contractor shall provide evidence of the following in their Factor I. (Technical capability or quality offered to meet the Government requirement) documents: Written evidence to the Contracting Officer that the required insurance is held. The Contractor shall, at its own expense, provide and maintain during performance of the contract the insurance coverage specified in the solicitation. The Contractor shall maintain the required coverage throughout the period of performance, including any exercised option periods. - due to the inclusion of liability coverage FAR clauseCL-120 (Supplemental Insurance Requirements) was added to this solicitation in full text and FAR clause 52.228-5 (Insurance Work on a Government Installation) was added to the solicitation by reference.
