SOURCES SOUGHT NOTICE Project Description: SREL C5 Anticipated Posting Date: 07 October 2026 Sources Sought Number: W9123827X1CQR SAM Posting Title: USACE SPK DBB Construction � Sacramento River East Levee Contract 5 (SREL C5) � Sacramento, California SAM Posting Description: This Sources Sought Notice is being issued for market research purposes to determine the availability, capability, and interest of small business firms for a potential Government requirement. NO SOLICITATION IS AVAILABLE; requests for a solicitation will go unanswered. No award will be made from this Notice. Responses will be used to determine potential acquisition strategies, understand current market capabilities, and to gain knowledge of potential sources. GENERAL SCOPE: The United States Army Corps of Engineers (USACE) Sacramento District (SPK) anticipates a potential levee repair and remediation requirement located within the City of Sacramento, California, along segments of the Sacramento River East Levee (SREL) to the south of downtown Sacramento. The combined length of the levee segments to be remediated under this contract is approximately 0.4 miles. The Contractor must furnish all labor, material, equipment, quality control and supervision required to complete the work. The work includes, but is not limited to: providing and maintaining all temporary facilities; implementing stormwater pollution prevention plan requirements; complying with all applicable permit requirements and environmental mitigation measures; developing staging areas designated for Contractor's use to the extent needed; coordinating with Agencies and stakeholders as necessary; construction of seepage and stability berms and buried curb walls in various locations; researching, potholing, removing and replacing existing utilities; protecting existing utilities, reusing excavated soils that meet specification criteria for reuse as levee fill; importing soil for levee fill as necessary; managing and disposing of excess excavated soils; removing all temporary facilities; and restoring and vegetating all disturbed areas. The potential requirement may result in a firm-fixed-price solicitation issued approximately mid November 2026. If solicited, the Government intends to award the anticipated requirement by approximately mid-February 2027. The Government estimates that construction of the potential requirement can be completed within four hundred and eleven (411) calendar days from receipt of Notice to Proceed. If market conditions indicate this estimate may be unrealistic, Respondents are encouraged to provide specific information (such as known equipment lead times or other timeline concerns) for Government consideration when responding to this Sources Sought Notice. The Government currently estimates the magnitude of construction for the potential project is between $6,000,000 and $9,000,000. The North American Industrial Classification System (NAICS) code for the potential requirement is anticipated to be 237990, Other Heavy and Civil Engineering Construction. The small business size standard for the NAICS, as established by the U.S. Small Business Administration, is $45,500,000 annual revenue / 1,000 employees. The Product Service Code for the potential requirement is anticipated to be Y1LC, Construction of Tunnels and Subsurface Structures. If there is a reasonable expectation that at least two (2) responsible small business concerns under this NAICS can provide the anticipated services at fair market prices, the Contracting Officer is required to set the acquisition aside for small business concerns. If competition is set-aside for small businesses, Federal Acquisition Regulation (FAR) 52.219-14, Limitations on Subcontracting, requires that the Prime Contractor will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities.
